Opponents Of U.S. Coast Guard's Anchorage Plan To Hold Event In Garrison GARRISON, N.Y. – The Philipstown Democrats will be holding an event this month to voice their disagreement with a U.S. Coast Guard proposal that would establish new anchorage grounds for barges in the Hudson River, according to group organizers. The Parking Lot-On-Hudson event is scheduled to begin at 7 p.m. on Nov. 16 at St. Philip’s Church, according to organizers. Helping to keep the peace in Elmsford was Batman, who showed up at the school's Halloween Parade looking suspiciously like Superintendent Joseph Ricca. The superintendent promised students from  Alice E. Grady Elementary School and the Carl L. Dixson Primary School that he would march in costume if they managed to collect 200 cans of food for the local pantry, part of the district’s “Scare Away Hunger” campaign.
