WHITE PLAINS, N.Y. -- Last week's tentative agreement with a new manager for Playland Amusement Park and Westchester County's progress in building affordable housing are among the topics expected in Wednesday's "state of the county" address.

County Executive Rob Astorino's annual speech is planned for 7 p.m in the Central Jury Room of the County Courthouse, 111 Dr. Martin Luther King Jr. Blvd., White Plains.

Astorino also is expected to announce a fifth straight year of no county tax levy increases and a new initiative to recruit new businesses to Westchester.

A source close to the administration said the new business initiative would target companies eager to flee New York City.

The speech is open to the public.

Doors open at 5:45 p.m. Those wishing to attend should allow adequate time to get through the building’s security. All guests need to be seated by 6:30 p.m. The speech will be aired live on News 12 and FiOS1 News.

It's been a busy year since Astorino's last annual address since the Republican from Hawthorne challenged Democrat Andrew Cuomo of North Castle for governor, and lost in November.

The threat of a possible Ebola virus dominated news in the fall, requiring stepped up preparations by the county Health Department, and the county was among first responders in February when Metro-North had its deadliest train crash in history, killing five commuters and a motorist.

On the housing front,  Astorino continued to appeal a U.S. Department of Housing and Urban Development agreement that withheld grant money to force Westchester communities to build affordable housing. The county executive maintained the county was meeting timelines to construct 750 new housing units while appealing other aspects of the decision.

And last week, nearly five years after requesting proposals to privatize Playland Amusement Park, Astorino signed a tentative agreement with Standard Amusements to manage the county-owned park in Rye for the next 15 to 30 years.
