County Legislators Make Additions To Proposed Budget

WHITE PLAINS, N.Y. – All 126 jobs cut in the 2013 proposed budget for Westchester County were restored in the list of additions approved by county legislators Monday.

Legislators added $40.6 million in spending and $31.6 million in revenues. They must provide their deletions to the budget later this week to bring it into balance. Kenneth Jenkins (D - Yonkers), who chairs the Board of Legislators, said a vote on the final budget will likely take place before Dec. 10.

Any spending increases to County Executive Robert Astorino’s $1.7 billion proposed budget had to be made by Monday. The “add list” would also restore the family share for subsidized child care to 20 percent – it was raised to 35 percent in Astorino’s budget proposal.

Legislators share Astorino’s goal of not raising taxes, but do plan to draw $16 million from the county’s reserves, something Astorino promised not to do. The $16 million would be used to pay for court-ordered payments of property-tax reductions that Astorino proposed borrowing for.

Astorino’s proposed budget would cut 126 jobs and eliminate another 63 empty positions. Some of those empty positions would also be restored in the legislators' list of additions. Additionally, legislators restored $3 million in funding for the three neighborhood health centers in Ossining, Peekskill and Mount Vernon.
