Shane Perkins was arrested after a Good Samaritan called 911 when she saw Perkins yelling at a woman around 8:12 p.m. Sept. 10, and then dragged the victim by her hair toward a wooded area, according to New York State Police.
With the assistance of the Dutchess County Sheriff’s Office, Perkins was located in the area of Vista Way and arrested, police said. During his arrest, deputies discovered Perkins also had violated an active court order of protection by having physical contact with the victim, police said.
He was arraigned in the Town of Beekman Court and sent to Dutchess County Jail in lieu of $25,000 cash bail or $50,000 bond. He is scheduled to appear in court Sept. 22.
