Sex Offender Accused Of Sodomizing 18-Year-Old Moves To Mount Vernon

MOUNT VERNON, N.Y. - A registered sex offender accused of raping a teenage girl has changed addresses in Mount Vernon.

The New York State Division of Criminal Justice Services issued an alert on Wednesday to Westchester residents regarding the residency of 59-year-old William Keegan, who has moved to an apartment on South Terrace from a residence on Haven Avenue in Mount Vernon.

The Division of Criminal Justice Services has assigned Keegan a Level 3 threat, which means he is a “high-risk repeat offender and possible threat to public safety.” 

According to the Division of Criminal Justice Services, Keegan has deviate sexual intercourse, sexual contact and unlawfully imprisoned his 18-year-old victim in 1990. Keegan allegedly used a knife or cutting instrument during his attack, using both physical and verbal threats. He was arrested by the New York City Police Department Sex Offender Unit and sentenced to between 100 months and 25 years in state prison. He is now under the jurisdiction of the Mount Vernon City Police Department.

Keegan was charged with felony counts of first-degree rape, sodomy and attempted sodomy.
