The numbers were released in an interim report by city Finance Commissioner John Liszewski. The report went on to say that the Finance Department within the school's system is understaffed and that the district inappropriately counted state-aid advances totaling $28.1 million for the 2012-13 and 2013-14 school years, LoHud.com reported.
